CSAC leaders visit Inyo County, praise local leadership and press state advocacy on disasters and housing

Nate Greenberg, Inyo County chief administrative officer, announced the county’s first partnership with the California State Association of Counties (CSAC) Institute and introduced more than 30 county employees who completed a new Eastern Sierra leadership program.
"It was about building cross-department collaboration," Greenberg said of the cohort, noting graduates completed a multi-course program and group projects the county plans to implement over the coming year.
CSAC representatives then addressed the board about the organization’s priorities for 2025. CSAC’s speaker said the association seeks to ensure counties "have the resources, the authority and the flexibility to do things in a way that makes sense to them," and emphasized two top priorities for the year: disasters and homelessness/housing.
On disasters, the CSAC representative highlighted delays in FEMA reimbursements and the need for improved pre-disaster preparedness, forest management and fuels reduction. On housing, the speaker said the association is pushing for regional coordination and funding approaches so rural communities can develop locally appropriate housing and services.
The CSAC team also described a business arm and grant initiative the association runs to help counties access state and federal dollars; they framed those resources as tools rural counties can leverage to address infrastructure and service gaps.
The board and CSAC representatives emphasized rural counties’ distinct needs and the value of in‑county leadership development, awarding certificates and lapel pins to the graduates and inviting further engagement between county staff and CSAC programs. The CSAC team said they will continue to work with staff and supervisors to bring grant and advocacy opportunities back to Inyo County.
