Commission receives updates on bylaws, committee reviews and courthouse projects

During the meeting staff provided several informational updates: edited commission bylaws likely require codification by ordinance and related CEQA review; certain board-appointed advisory committees are under review for dissolution while the HSRPC remains codified and not slated for immediate sunset; and courthouse projects including AT&T wiring, an ADA counter renovation and a security camera system have been submitted for historic-preservation review.
Paulina Pivock said the bylaws edits would need an ordinance to be binding in county code and that CEQA review could be required; she reported that Steve Daylan had advised on the ordinance requirement. Staff also said some advisory committees are being evaluated for inactivity and that commissioners can continue to serve while reappointments are pending.
On facilities projects, staff reported AT&T is using preexisting conduit for courthouse wiring and that a historic-preservation consultant has been retained to evaluate impacts for ADA and security work; an initial study and possibly a mitigated negative declaration may be required before final design reviews are scheduled for commission consideration.
Next steps: staff will bring contractor and preservationist reports to the commission when available and will keep the commission apprised of reappointment schedules and any ordinance steps.
