Regional broadband coordinator outlines BEAD, FFA, CAF and local designs for Inyo County

Regional Broadband Coordinator Scott Armstrong briefed the Inyo County Board of Supervisors on Jan. 7 about grant programs and project progress, including CPUC/FFA, USDA technical assistance, CAF 2, RDOF, BEAD and the Middle Mile Broadband Initiative.
Armstrong said county partners have produced final designs for more than 50 locations and that local design work under the USDA broadband technical assistance program should wrap up in fall 2025. He flagged CAF 2 and RDOF project areas that are ineligible for BEAD funding and said that Frontier is likely to receive Federal Funding Account awards for Aspendell, Starlight and Bishop Creek areas to replace copper with fiber.
Armstrong also described IMBC website updates and a public broadband tool to estimate household needs. He urged coordination with providers when BEAD opens for applications and noted the county’s strategy of producing costed designs so future grant applications can be submitted quickly. Board members asked about Frontier buildout and the potential for county participation in negotiations around provider commitments.
