The commission approved the Jan. 10 minutes, elected a chair and vice chair, and appointed Mick Herman as the ag advisory committee representative; the transcript records each motion carried unanimously.
Later in the meeting commissioners examined public‑hearing noticing distances in the draft code: the draft uses 300 feet for planning area hearings, 600 feet in rural areas and a 2,500‑foot radius for higher‑intensity uses. Staff noted 300 feet is the state minimum but recommended larger radii for rural projects to increase transparency; the code also allows publication instead of individual notices when notices exceed a thousand recipients.
Commissioners also queried the county’s appeal fee schedule (listed in a separate Board resolution). Staff said appeal fees currently referenced in the fee schedule are roughly $800–$1,200 but noted the county’s practice allows refund of fees to prevailing appellants. Commissioners discussed automatically refunding fees to prevailing appellants and asked staff to present the appeal resolution and fee schedule when code enforcement and Title 1 changes return for review.
The meeting closed with staff updates (the 'Happy Go' project initial study was published and a public hearing was set for March 21) and direction to schedule a joint meeting with the agricultural advisory group.
