Mono County approves regional housing study MOU and adopts 2025 housing work plan

Tyrone Grandstand, Housing Opportunities Manager, briefed supervisors on a proposed regional housing study to update the 2017 analysis with partners (Inyo County, Town of Mammoth Lakes, City of Bishop). The anticipated total consultant cost is about $32,000; Mono County's share is 16% of each invoice. Consultants expect most data collection complete by June 2025 and a final report by October 2025.
Grandstand also presented a 2025 housing work plan derived from a housing policy analysis. The plan ranks potential strategies by cost, feasibility and fairness (staff described a matrix used in the analysis) and outlines short- and long-term actions, including rental preservation, program management, grant pursuit and coordination with regional partners. Supervisors asked for clearer keys and partner columns in the matrix; staff agreed to improve readability and to post the work plan on the county housing webpage.
Board adopted the MOU to proceed with the regional study and adopted the housing work plan, directing staff to provide monthly updates and maintain a running log of modifications and status.
Next steps: Staff will finalize study contracting, begin data collection and convene community outreach through surveys and meetings; staff will return with periodic updates and integrate the study findings into program prioritization and grant-seeking efforts.
