Mono County approves midyear budget adjustments and equipment purchases including 10-wheelers and landfill shredder

Budget Officer Megan Chapman presented the midyear budget review and requested adjustments. Staff recommended use of contingency funds ($372,005) for three unanticipated needs and showed county revenues and expenditures largely on target. The board approved the midyear adjustments after a roll-call vote.

Public Works described several planned equipment purchases: two 10-wheel trucks to replace unreliable units (department estimate for FY24-25 impact $440,000 including a 20% down payment), a compactor replacement and a mobile shredder/crusher to reduce outside shredding expenses, increase landfill compaction density and allow on-site processing of tires, wood and concrete. Public Works said the shredder could arrive within weeks and would quickly reduce annual outside service costs (the department had historically spent more than $100,000 annually on outside wood-shredding services).

Supervisors and staff discussed procurement lead times (10-wheelers have long delivery lead times; the selected shredder is immediately available), repair-and-maintenance savings, and the need to ensure sufficient loading equipment to feed the shredder. Board approved purchases and authorized the Public Works Director to sign required purchase documents.

Personnel actions and at-will appointments in probation and behavioral health were discussed on related agenda items; approvals for reclassifications and new employment contracts were recorded with stated FY24-25 fiscal impacts and future-year budgeting noted.

Next steps: Public Works will proceed with procurement paperwork and manage equipment delivery timing; finance will process midyear adjustments and track contingency balances.
