Risk Manager Jay Sloan presented an update on Mono County’s Injury and Illness Prevention Plan (IIPP) and Emergency Action Plan (EAP), described recent safety exercises and recommended facility security upgrades across county buildings.
Sloan said departments now receive a monthly safety topic through their designated department safety representatives and that the county recently completed a multi‑building lockdown exercise. He recommended electronically controlled exterior doors with camera and call‑box access at multi‑department buildings, employee lobbies with secure barriers and security film on vulnerable glass, and a countywide emergency notification system for staff. "We need to be very thoughtful about what [notifications] say and who can send them," Sloan said; he added that the county is still piloting notification options with IT.
Supervisor comments emphasized urgency and asked for a concrete, prioritized implementation plan with estimated costs and dates. Supervisor McFarland and Supervisor Peters both urged staff to move beyond "shoulds" to a schedule of actions that can be budgeted and tracked. IT Director Mike Martinez told the board that external security consultants can perform building‑by‑building assessments and that IT can support card readers and notification systems; he said the office is working on databases and delivery options (desk phones, cell phones, geo‑targeted alerts).
Board direction: staff (Risk Manager, CAO, IT, Public Works) were asked to return with a prioritized work plan, cost estimates and proposed timelines for implementation so projects can be fitted into the budget and strategic planning process. The board did not take a formal action beyond requesting the report back.
Risk Manager Sloan asked for clarity about escalation if projects do not move forward. The chair and CAO indicated they would expect staff to elevate stalled items through regular management channels so the board can monitor progress.
