Plumas supervisors adopt underground utility district in Chester to use PG&E Rule 20A credits

Plumas County supervisors on Feb. 18 adopted a resolution establishing Underground Utility District No. 7 in a portion of Chester to enable use of PG&E Rule 20A credits during a planned Caltrans Main Street pavement project.
Public Works staff explained PG&E has a finite pool of Rule 20A credits for undergrounding overhead electric lines and that unused credits will expire. The proposal would apply credits to underground as much of Main Street as practical (roughly Feather River Drive to Erwin Way) while the Caltrans project repaves the corridor. Staff said PG&E crews would perform the undergrounding and that residents would not pay additional assessments; limited lateral allotments to connect to parcels are included in the credit allocation and any abandoned overhead laterals would be left in place.
The board opened a public hearing, took comment from local residents (including a Zoom commenter who confirmed no added fees), closed the hearing and voted to adopt the resolution. Supervisors said this is an opportunity to use expiring credits to improve the town’s appearance and reliability of service while capital work is done.
