Plumas County approves NDA with Civitas to analyze TOT receipts for tourism assessment renewal

The Plumas County Board of Supervisors on Feb. 11 approved a nondisclosure agreement (NDA) with Civitas Advisors to allow the firm to examine Transient Occupancy Tax (TOT) receipts broken down by lodging provider as part of a petition and renewal process for the county’s tourism assessment district.
Sharon Robbins Roberts presented the item on behalf of Plumas County Tourism. Civitas will receive a list of lodging providers and their TOT contributions for the July 1, 2023–June 30, 2024 period so it can compute the weighted vote needed for district renewal (a 51% weighted average by TOT revenue). The tax collector and Civitas will be the only parties with access to the provider‑level breakouts; Civitas representatives told the board the firm will keep the information secure and will delete files when the project is complete.
Board members and members of the public asked questions about backups, deletion procedures, inclusion of short‑term rental platforms and an explicit contract end date. Civitas’s representative said the company has managed similar petitions elsewhere, will coordinate with county IT to ensure backups cannot be used to recover deleted files, and that the tourism association is funding the work. The NDA was described as a standard confidentiality agreement; county counsel added language requiring Civitas to notify the county if it receives a discovery request so the county can vet the response.
The board voted to approve the NDA; staff said the tourism association would proceed with the petition work after the tax collector provides the necessary TOT breakdowns.
