Plumas supervisors approve NorCal EMS transition back to joint powers agency

Plumas County joined four other counties in approving a joint exercise of powers agreement that will transition NorCal EMS from a nonprofit to a JPA to allow background checks and continue regional EMS oversight.
The Plumas County Board of Supervisors voted Feb. 18 to approve a joint exercise of powers agreement (JPA) to continue NorCal Emergency Medical Services as a governmental JPA rather than a nonprofit.
Donna Stone of NorCal EMS told the board that the organization originally was a JPA, switched to a nonprofit in 1982 and now needs to return to a JPA because state regulatory changes prevent a 501(c)(3) from obtaining background checks the state expects for EMS personnel. Stone said the JPA structure largely mirrors current operations and will improve transparency and enable routine background checks.
Supervisors asked limited clarifying questions about jurisdictional roles; Sierra County will act as the jurisdictional authority for certain administrative processes. Supervisor (unnamed) made a motion to approve, a second was recorded, and the board voted unanimously.
The agreement is effective March 5, 2025, and board members said the transition should preserve continuity of patient care and compliance with state requirements.
