RCTC awards construction‑management contract and approves cooperative agreements for Potrero Interchange Phase 2 in Beaumont

John Terrazio, RCTC’s senior capital projects manager for construction, briefed the commission on the Potrero Interchange Phase 2 project in the City of Beaumont. He described Phase 2 scope — widening Potrero Boulevard to six lanes, adding on/off ramps to SR‑60 and realigning Western Knowles Avenue — and reviewed the procurement outcome: Jacobs Project Management Company was selected from eight responsive firms as the top-ranked firm to provide construction management services.

Terrazio said the construction-management contract total is roughly $8,600,000 plus a 10% contingency, yielding a not‑to‑exceed amount just over $9,400,000, which reflects typical construction-management percentages for projects of this complexity. He also summarized three cooperative agreements for the construction phase: a Caltrans cooperative agreement (including $171,000 for department-furnished materials), an amendment to the commission‑City of Beaumont agreement (naming RCTC lead agency for construction and adding $2,000,000 for utility relocations), and a tri‑party funding agreement with WRCOG releasing $13,500,000 in TUMF zone funds. Terrazio described the City’s reimbursement to RCTC for costs and the plan to seek a $33,500,000 TSEP allocation at the June CTC meeting.

Commissioners questioned the construction‑management cost relative to overall construction (Terrazio said the project construction cost is in the $50–60 million range, and CM typically ranges 15–20% of construction cost). Mr. White (Beaumont) moved to advance the project and the commission approved the recommended agreements by roll call. Staff said construction is expected to begin in early 2026 after procurement and award of the construction contract.
