RCTC approves FY26 policy goals and fiscal accountability policies

The Riverside County Transportation Commission approved its proposed goals and fiscal accountability policies for the FY26 budget after a staff presentation outlining priorities, process steps and next deadlines; staff will now complete department-level revenue and expenditure estimates for the May and June budget schedule.
Daniel Hernandez, the commission’s newly appointed financial budget manager, presented the Riverside County Transportation Commission’s recommended commission goals, short-term objectives and updated fiscal accountability policies for fiscal year 2026 and asked commissioners to approve two actions: (1) adopt the proposed goals and objectives and (2) adopt the supporting fiscal accountability policies.
Hernandez told commissioners the process began with midyear FY25 revenue projections and would continue with departmental goal alignment, an executive summary in April–May and final budget adoption in June. He said staff will use the approved goals and policies to complete department revenue and expenditure estimates and prepare the initial draft budget for the May meeting.
Commissioners asked no substantive questions during the presentation. A motion to approve was made and, following a roll-call, the commission adopted the goals and the fiscal accountability policies. Upon adoption staff will proceed to link departmental goals with the overall objectives and finalize the budget schedule toward a June 11 final adoption.
The action is administrative and sets guidance for staff budget development; it does not by itself appropriate project-specific funds. The commission will return with detailed department estimates and a public hearing on the budget in May before final adoption in June.
