ALUC adopts records policy, receives compatibility-study update and routine approvals

The Airport Land Use Commission adopted Resolution 2024-02 to revise ALUC/ALAC document retention practices and authorized staff to implement Laserfiche for secure digital records storage.
Director Paul Ruehl told the commission staff had updated the records retention schedule in coordination with Riverside County records management to reduce physical storage and consolidate retention categories under Board Policy A-43. The resolution was moved, seconded and adopted unanimously.
On planning implementation, Mr. Osmond reported a preliminary agreement with consultant Mead & Hunt and said the next technical step is to ensure county GIS staff and the consultant can exchange and use GIS data; staff expected to know whether the GIS interoperability approach will work by the end of the following week and, if successful, to take the proposed contract to the Board of Supervisors for approval.
The director also reported three director-level nonlegislative consistency determinations issued for the period 11/16/2024—12/15/2024 (ZAP1044FL24, ZAP1108PS24 and ZAP1635MA24) and two non-impact legislative cases reviewed pursuant to Resolution 1211-02 (ZAP1087RG24 and ZAP1017BL204). The commission had no questions and moved on to adopt routine items.
The commission approved minutes for the Dec. 12, 2024 meeting and recorded several housekeeping announcements: presentation of a distinguished service award to Russell Betts and notice that airport-manager-appointed commissioners Richard Stewart and Steven Stewart have terms expiring May 2025 and ballots will be distributed to airport managers for reappointment or replacement.
Director Ruehl also briefly referenced a recent single-engine crash near Fullerton Airport that resulted in fatalities and injuries, using it to underscore the safety rationale for careful land-use review near runways. The meeting adjourned at 10:06 a.m.
