Hillsborough council approves zone change, several development orders and the 2024 transportation safety plan
Summary
At its regular meeting the council adopted a city-initiated Industrial Sanctuary zone change (Order 19), approved several development and funding actions (Order 20, Resolution 2858), passed the first reading of an annexation ordinance, and adopted the city’s 2024 Transportation Safety Action Plan.
The Hillsborough City Council approved multiple land-use and policy items at its regular meeting after a work session.
Land-use votes: Planning staff presented a city-initiated zone change running concurrently with a property-owner annexation (roughly 6.99 acres) to the Industrial Sanctuary (IS) zone. After no public testimony the council adopted Order No. 19 (zone change) on roll call; recorded 'Aye' votes included Councillors Martin, Sinclair, Alcare, Pace and Riletto. The council also approved the first reading of Ordinance No. 6486 (annexation of the same parcel); the second reading is scheduled for Oct. 15.
Additional actions: the council adopted Resolution No. 2858 to levy a special assessment in part of the South Hillsborough local improvement district for the Reed’s Crossing development, and it adopted Order No. 20 to approve a planned unit development (Witch Hazel Village South) that authorizes a phased residential project of approximately 922 dwelling units on about 28.24 acres.
Transportation Safety Action Plan: Public Works principal engineer Susie Sears presented the 2024 update to the Transportation Safety Action Plan (TSAP), which relies on crash analyses for 2017–2021 and community input. The plan highlights that although total crashes have decreased, fatalities and serious-injury crashes have increased; 15 percent of reported crashes involve pedestrians or bicyclists and 61 percent occur at intersections. The council adopted the TSAP update by roll call following discussion about funding constraints and the need to coordinate with county and state agencies for safety improvements on non-city roadways.
