Unidentified staff presenting the agreement told the council the county’s winter plan has been approved by the Utah Office of Homeless Services and asked cities in the valley to contribute; the requested amount for Springville was described as $100 per 1,000 residents, resulting in a one-time $3,500 payment for this year. “This plan has gone to the Utah office of homeless services and has been approved by that office,” staff said during the presentation.
Staff said the payment is voluntary, intended to help cover capital and operational needs at county-managed shelters and warming locations, and that the city’s existing legislative donations line has funds available to cover the request. The presenter noted the county has already invested in building renovations and clarified the contribution would cover ongoing needs such as partitions between beds and other operating expenses.
The council voted to approve the resolution by roll call; the minutes record council members voting in favor as Logan, Craig, Mindy and Mike. The action was described as a one-time payment for the current year, with the agreement allowing for future contributions only if the council votes to continue participation.
The resolution does not obligate the city to long-term funding beyond what the council approves in future years; staff said any future requests would return to the council for approval.
