Daly City approves two public‑works contracts and adopts new purchasing ordinance

Daly City’s City Council on Dec. 9 approved two capital project construction contracts and adopted a revised purchasing ordinance.
Dolger Art Center: Staff recommended and the council approved awarding the Dolger Art Center roofing and HVAC replacement contract to Zone 4 Construction (San Carlos) for the low responsive bid of $780,409. Staff said the project had previously been authorized for ARPA funding for HVAC improvements and that the total estimated construction cost (including contingency, inspection and contract administration) is $975,511.25. Staff explained only one bid was deemed responsive because other bidders failed to submit required bid forms or supplements within the allowed one‑day resubmission window. Council asked about MBE participation; staff said one of Zone 4’s subcontractors, TNT Electric, is a minority‑owned firm.
Ceremony Library: The council also approved awarding a contract to Beam Construction (San Francisco) for $2,119,000 to complete elevator installation, ADA upgrades, energy‑efficiency improvements, HVAC replacement and partial roof replacement at the Ceremony Library. Staff cited a prior $2,000,000 California State Library grant, of which $1.8 million was allocated to the Ceremony Library project; the total project estimate (including contingencies and administration) is $2,754,700. Staff also explained that Swinerton is the project manager under a separate contract and that Beam must pay prevailing wage even if not a union contractor.
Purchasing ordinance: On second reading the council adopted Ordinance No. 1478, repealing and replacing Chapter 3.12 of the Daly City Municipal Code governing purchasing. One councilmember said they would follow up with proposed language to highlight MBE considerations in purchasing practice.
All motions to award contracts and to adopt the ordinance passed by roll call. Staff indicated construction for both projects is anticipated to begin in January 2025 and be completed by the end of 2025.
Next steps: Project managers will move forward with contract execution and project mobilization; staff will present any purchasing‑policy refinements as requested by council.
