The Orange County Board of Supervisors voted on three staff-recommended employee-benefit items during its meeting: approval of the county's health insurance plan for the coming year, adoption of a lifestyle spending-account pilot, and conversion of sick leave upon retirement under the Virginia Retirement System (VRS).
Board members moved and approved the health insurance plan with a unanimous roll-call vote. County staff had presented the benefits package in three parts at the board's request during the work session.
The most contested item was a proposed lifestyle spending-account pilot. Under the plan described to the board, employees would receive quarterly contributions of $200 (an $800 annual value) toward approved wellness or lifestyle expenses. The motion that passed directs staff to implement a pilot program, return to the board with a finalized list of allowable expenses, and to explore the financial feasibility of adding volunteer emergency responders to the program.
Supervisors debated permanence and evaluation criteria. One supervisor warned that once a pilot is adopted it can become difficult to reverse, urging more time to review details before full implementation. Other board members said the program could improve employee morale and noted funding is available in the current budget. Another supervisor asked that the county require robust metrics and quarterly reports to measure engagement and outcomes; staff agreed to provide data if the pilot proceeds.
On roll call the lifestyle-account motion passed 4'—1: Mister Marshall Aye; Miss Hale Aye; Mister Nichols Aye; Mister Johnson Aye; Mr. VanHoeven Nay. The board directed that the list of approved expenses be returned to the board for review prior to finalizing the pilot's covered items.
The final benefits item — conversion of sick leave upon retirement tied to VRS rules — was moved and approved by roll call 5'—0. The board recorded the vote as unanimous.
Next steps: staff will return with the finalized list of allowable lifestyle-account expenses, metrics for quarterly reporting, and a feasibility assessment on including volunteer emergency responders; the CIP and other items discussed will be placed on a future agenda as requested by staff.
