Committee approves bill to increase transparency for municipal improvement districts

Chair Cesar Quam presented Senate Bill 424, described by Senator Gary Stubblefield as a measure to increase accountability and transparency for municipal improvement districts.
Stubblefield said SB424 requires property owners who fund improvement districts to have the right to comment on any agenda item before board action, mandates quarterly meetings in each calendar quarter, and requires meeting agendas be provided to property owners in advance. "It's really just a common sense bill, public policy," the sponsor said, adding the intent is to make improvement district commissioners more accountable.
The committee recorded a motion by Senator Stubblefield and a second by Cesar English; the committee voted by voice and the chair announced passage of the bill.
The committee then adjourned.
