Bertram, the city manager who described the recruitment process during the meeting, said the council began the search in April and contracted with the Berkeley Group. "During that process, they created a profile of your desired skills, attributes, and challenges of the next city manager," Bertram said, and noted that Kimball Paine of the Berkeley Group appeared on the meeting screen.
The council then considered and approved the employment agreement for Oglesby. The presiding official asked for a motion to approve the agreement; after the motion and second, the council again voted "Aye," and the presiding official announced, "Motion carries."
After the votes, the presiding official thanked the Berkeley Group for its assistance and invited Oglesby to speak. Oglesby offered brief remarks: "Well, we thank you for your interest and looking forward to working with you." Councilman Johnson and other council members welcomed her, with one member saying, "Welcome back to Virginia."
The council did not specify a start date or other implementation timelines during the meeting. With no further questions, the presiding official moved to adjourn; the motion was seconded, approved and the meeting adjourned.
What happened next: The council completed the formal appointment and contract approval during the special session; the appointee and the Berkeley Group were present virtually. The council did not announce additional substantive conditions or a start date for the new manager.
