Parish engineers report on drainage and bridge projects; mitigation costs and permitting create time pressure

Engineers and grant administrators gave detailed updates on drainage and bridge projects that the parish is advancing and on grant deadlines that could affect scope and timing.
GIS Engineering told the Engineering Grants Committee the hydrology and H&H report for the Conseil Canal project should be finished by Dec. 4, and that submitted bid packets for Bertramville and Bell Rose Lane are under attorney review. Infiniti Engineering reported bid-package front-end documents remain incomplete for a potable-water/sewer plan and recommended prompt review so addenda could be issued before going to bid.
Staff warned the parish had received a court or agency notice requiring mitigation of roughly 14 acres for a Gerald Street/Levee project — an amount that, as one juror noted, could translate to roughly $500,000 in mitigation costs if unchanged. Engineering staff said they would work with the Corps of Engineers to reduce that acreage if possible; they also said some levee work cannot proceed without after-the-fact permits.
On bridges, the Bridal Street and Erlstell Road structures were identified as scoured or structurally deficient; inspectors flagged the need for load re-rating and potential temporary derating until repairs are completed. One engineer said the state gave a 30-day period to submit re-rating documentation for at least one bridge, prompting discussion of possibly accepting a lowest bid to meet the deadline.
Committee members discussed grant options (Water Sector Commission, LGAP, BetNet) that could fund parts of projects and agreed to schedule a special meeting if staff's recommendations and the water-sector report were ready in time for Dec. 10–11 deadlines.
