Council approves budget adjustments and accepts tourism and police donations

Franklin City Council on Sept. 9 approved multiple budget amendments and accepted small donations and reimbursements to support tourism and police activities.
City staff presented three amendments: two adjustments for prior fiscal-year grants and a current-year amendment that adds $1,250 in tourism donations and a $4,500 Virginia Commission for the Arts grant. The arts grant requires a match of $4,500 from the city and the match was already included in the adopted budget, staff said.
The council moved and approved the amendments after brief discussion. At least one councilmember said the packet detail and on-screen presentation should be clearer when the council moves funds so that members and the public better understand where money is moving.
Council also accepted reimbursements to the police department for convention and training participation and a donation to support National Night Out activities.
No large-line item appropriations were adopted at the meeting; council asked staff to display amendment detail on the meeting screen in future votes to make the record clearer for the public.
