The Franklin City Council on Aug. 12 approved Resolution 2024‑23 authorizing issuance of up to $2,000,000 in general obligation school bonds (a literary loan) to fund roof replacements at city schools.
City staff said the local action is the final municipal step required for the Franklin City School Board to draw down state funds previously applied for through the Virginia Board of Education and the literary loan program. The resolution specifies a repayment term not to exceed 20 years at an interest rate not exceeding 2% and treats the loan as a general obligation of the city for school‑purpose financing.
Staff and the council emphasized that the loan had been anticipated as part of prior and planned debt issuances and that the approval would not affect the current year’s operating budget. The council moved, seconded and carried the resolution; staff noted the school system was awaiting the federal/state drawdown pending this local authorization.
Council did not schedule additional public hearings on the item during the meeting; staff indicated the school division expects to access the funds after the resolution is filed and processed with the state.
