Franklin City Council adopts consolidated erosion and stormwater ordinance

Franklin City Council voted to adopt Ordinance 2024-13, replacing chapters of the city code to create a consolidated erosion and stormwater-management program that city staff said aligns local rules with recent revisions from the State Department of Environmental Quality.
Interim City Manager Bertram told the council the Department of Community Development "found our current chapter 9, which was last updated in 02/2008, was sorely deficient" and that the consolidated ordinance is patterned after DEQ guidance and has received the agency's support. The ordinance also incorporates smaller sections related to stormwater management and will become part of the city code on adoption.
Council members asked whether the ordinance would create financial assistance programs for long-standing erosion on private properties; Bertram said the code is intended to manage erosion as development occurs and that long-running, site-specific erosion problems would require further research to identify funding or remediation options. Bertram added the city could research available programs and report back.
The council approved the ordinance by voice vote. The adoption replaces the city's prior Chapter 9 and consolidates erosion and stormwater provisions to reflect state regulatory changes.
