Franklin City Council approves consent agenda, appoints representative to regional transportation body and moves to closed session

The Franklin City Council approved its consent agenda, appointed a council member to fill a vacancy on the Hampton Roads Transportation Organization and recessed into closed session to discuss procurement strategy for legal services.

Council moved to approve the consent agenda without revisions after a brief call for corrections to the Sept. 23, 2024 minutes. A motion to approve was made and seconded and council proceeded with a roll-call-style approval.

During council comments, the mayor noted a vacancy on the Hampton Roads Transportation Organization and a council member volunteered for the post. The council moved, seconded and voted in favor of that appointment by voice vote.

Later in the meeting, the council voted to adjourn into closed session under the Virginia Freedom of Information Act exception for discussions relating to the award of a public contract and bargaining strategy (procurement of legal services). After the closed session, council returned to open session and each member certified, by the statement provided under state law, that only lawfully exempted matters were discussed.

There was no further formal action taken in open session before the meeting was adjourned.

Next steps: the appointment to the Hampton Roads Transportation Organization takes effect immediately for council representation, and the council will follow up on any procurement decisions reached during the closed session according to applicable procurement rules.
