The motion, made by Supervisor Van Hoven and seconded from the dais, amended the personnel policy to make the alternative purchase option subject to the same 25% and $5,000 limits already in the county’s reimbursement policy. Supporters said the change preserves county budget protections while offering a retirement‑time option to long‑time employees; opponents said they wanted more data on the fiscal effect before final adoption.
“The proposal sticks with that cap,” said Jenny Carpenter, a staff presenter, explaining how the VRS purchase works: “It’ll essentially depend on the actuarial cost … we won’t know what that is until we go into VRS to run the analysis.” Carpenter told the board staff can run representative cases to show how many months an employee could realistically purchase under different pay rates. Supervisor Van Hoven argued the item must be capped: “It’s gonna need to be capped. Yes. It’s gonna need to be capped,” he said during debate.
Board members asked staff to return with use‑case examples and a clearer fiscal impact analysis before the policy is widely publicized.
