At the Aug. 13 meeting the Orange County Board of Supervisors approved multiple capital and procurement items that the county staff presented as part of the FY25 capital improvement plan and departmental requests.
Amanda Amos, Contract & Procurement Specialist, summarized the Porter Road Collection Site improvements and presented a TRC Companies engineering proposal for $219,600 to produce bid documents, permitting support and construction oversight. "TRC Companies has worked with the county for well over 15 years," Amos said; the board approved moving forward with the services and fee proposal.
Staff also requested approval to proceed with a lease‑purchase for a landfill roll‑off truck available through Sourcewell, a cooperative purchasing program; the Peterbilt quote in the packet was $256,658 and staff said funding was budgeted in the FY25 CIP line for roll‑off truck replacement. The board approved that purchase.
Mountain Track Community Park Phase 1 (entrance, driveway, parking, site clearing and stormwater measures) was rebid after initial bids returned over budget; Synchronize Construction was the lowest responsive bidder at $598,296.78 and the board authorized staff to enter into the contract for Phase 1.
At the airport item, Stephanie Straub reported that grant funding has been accepted to fund most of a construction contract for 14 T‑hangars at Orange County Airport, leaving approximately $400,000 in local match responsibility. Board members authorized staff to enter the construction contract, with an anticipated completion in the next spring construction window.
The board also formally adopted the bylaws for the newly formed Livestock Advisory Commission after County Administrator Ted Voorhees reported the draft had been through legal review and was finalized by the commission.
All routine CIP and procurement items were approved by motions and voice or roll‑call votes during the meeting. Several supervisors asked staff to bring back renderings and options (for example, community center pickleball courts) as A&E work proceeds.
