The sheriff and county counsel said the program is designed to be cost neutral to the county and that the local ordinance and contract prohibit direct vendor compensation based solely on violations. Counsel summarized the contract mechanics: monthly fees and a capped monthly payment that is reimbursed from citation revenue; excess citation revenue after vendor draw is retained by the county; any unpaid contractor rollover at contract end is forfeited by the vendor, not by the county. The county attorney confirmed the contract must conform to the ordinance and state code.
The board voted to adopt the ordinance. The county will execute the contract under the ordinance’s terms and proceed with implementing school-zone enforcement at designated primary-highway school zones.
What’s next: staff will finalize contract execution consistent with the adopted ordinance and report back as implementation proceeds; the sheriff earlier said enforcement is intended to be cost-neutral to the county.
