Commission recommends approval of Locust Grove West Storage SUP amendment to allow covered RV/boat parking

The Orange County Planning Commission on Dec. 5 voted to recommend approval of an amendment to SUP 18-01 for Locust Grove West Storage (SUP20240295), allowing covered and uncovered RV and boat parking on an 8.23-acre site at 3171 Germanna Highway.
Planning staff summarized the application and said the amendment proposes a canopy and associated spaces at the southeast corner of the property. "This outdoor and covered space will be located on the southeastern corner of the property," staff said, and noted the maximum canopy height "will not be greater than 21 feet." Staff recommended approval, stating the property is zoned General Commercial C-2 and that the proposal is consistent with the county plan and prior SUP conditions.
Applicant Gary Deal, representing Joseph Daniel and Jefferson Home Builders, described material upgrades to a red-oxide steel canopy, a concrete pad within the existing footprint, and five EV charging stations. "We're putting up a pretty upgraded structure...The canopy will be a very pleasing complimentary use for the facility and is a needed service for the community," Deal said, adding the project "will increase the real estate tax revenue" and add rental revenue streams.
During review commissioners asked about the paved surface, screening and existing signage. Staff reported that the monument sign measured just under 12 feet (the requirement was 12 feet) and that the banner signs on the property are in violation of the 2018 SUP condition that limited signage to a monument sign. Commissioners directed staff to coordinate with compliance to remove banner signage or incorporate signage changes through the permit process.
After questions and no registered public speakers, a commissioner moved to recommend the SUP amendment to the Board of Supervisors with conditions described in draft resolution 24-22; the commission seconded the motion and approved the recommendation by voice roll-call.
Next steps: the Planning Commission's recommendation will be forwarded to the Board of Supervisors for final action; planning staff will coordinate any outstanding compliance matters (banner signs) and will finalize permit conditions if the board approves the amendment.
