Planning staff planner Joe Ryan summarized the application and the staff recommendation, saying the parcel (Tax Parcel 20-8-703) sits on the edge of an A-1 district and that "there are no anticipated negative impacts to the public health" or to "environmental, scenic, and historical assets resulting from the rezoning". He also noted a prior special-use permit (SUP 21-2) that once allowed keeping horses on the parcel had expired after an ownership change.
Commissioners pressed staff about fiscal consequences. One commissioner asked what "minimal" fiscal impacts meant for the county revenue picture; Ryan said he had no specific analysis on tax revenue and that he would follow up. Commissioners discussed that county tax-rate schedules listed on the county website show a single general rate and that the small parcel size likely limited revenue implications.
The chair, noting the applicants had purchased the property believing it was a horse property, moved to approve the rezoning and the commission seconded the motion. The commission then conducted a voice roll-call; Commissioners Bryanton, DePasquale, Capel and VanHoven recorded "Aye" and the motion carried.
The action resolves the applicants' ability to pursue agricultural uses on the property. The commission did not attach additional proffers or conditions in the hearing. Staff said it would follow up on the tax-question and provide any additional details as requested.
