Board directs staff to study partnering with Greene County for temporary reservoir access

The Board of Supervisors voted to direct county staff to work with Greene County to evaluate whether Orange County could gain temporary access to capacity in Greene County’s permitted reservoir as a short- to medium-term response to local water-supply needs.
Supervisor Ted outlined the concept as a capacity-trade approach: Orange County would make a financial contribution in exchange for use of stored water during an initial period while Orange explores its longer-term water projects. "There seems to be mutual interest to engage in some more formal conversation about what a partnership might look like," Ted said, describing the step as feasibility, permitting and financial planning rather than a binding commitment.
After discussion about framing the proposal as a short- to medium-term solution (rather than the ultimate long-term fix), a motion to adopt the resolution to direct staff to investigate feasibility was moved and seconded. The chair called a roll and recorded 'aye' votes from Mr. Marshall, Mr. Vanhoven, Mr. Johnson, Mr. Nickel and Miss Hale; the chair stated the resolution passed.
Separately, the board also approved a motion directing staff to study a possible holding facility in the eastern end of the county as another leg of the county’s short/medium/long-term water strategy.
What’s next: staff will report back with feasibility and permitting information, potential financial arrangements, and any recommended terms for a partnership with Greene County.
