Garden City commission approves 2024 budget amendment, year‑end transfers and several routine items

At the Dec. 3 meeting the Garden City commission approved several fiscal and routine items including an amended 2024 budget certificate, year‑end transfers to the capital improvement reserve, and grant allocation guidance.
Staff explained the need to amend 2024 budgets to reflect program changes, cash carryover and additional revenues and opened a public hearing on the matter. No members of the public spoke, and the commission approved the certificate of amendment as presented. Staff reminded commissioners that they would need to sign the document.
The commission also approved proposed year‑end transfers to the capital improvement reserve for unfinished 2024 projects and equipment, with staff noting the transfer total from the general fund would be $529,950.
On social funding for 2025, staff presented alternatives for allocating the reduced $21,500 social funding line between community grants and arts grants. The commission voted to maintain the same distribution as in prior years — $14,550 to the community grant and $6,950 to the arts grant.
Other routine actions: commissioners approved appointments to the Airport Advisory Board (reappointment of Jet DeSalvo and appointment of Travis Nidding) and approved the consent agenda (items 13A–13J). The commission also approved a sign‑ordinance waiver for Parks & Rec to place Rudolph Run banners and retroactively approved a proclamation naming Nov. 30, 2024, as Katie Guthrie Day.
Next steps: staff will publish the amended budget certificate and complete the year‑end transfers; grant committees will provide award recommendations for community and arts grants in early 2025.
