Garden City commission authorizes release of workforce housing RFP and appoints commissioner to selection committee

The Garden City City Commission on Dec. 3 authorized release of a request for proposals (RFP) seeking workforce housing projects that align with low‑income housing tax credit processes and other state and federal tools.
Danielle (staff) told the governing body the RFP would support projects serving renters at varying shares of area median income and is administered through the Kansas Housing Resource Corporation. Staff recommended authorizing the RFP release and appointing a commissioner to the selection committee; the motion carried after a commissioner volunteered.
Developer Jeff Beckler, vice president of development for Zimmerman Properties, introduced his firm and said Zimmerman intends to apply. Beckler described the company’s Kansas portfolio and typical projects: “Our kind of sweet spot is multifamily — 2 and 3 stories... generally in Kansas our developments tend to be in that 48 to 60 unit” range. He said workforce housing projects are “not Section 8 housing. It’s truly workforce housing.”
Commissioners added that the RFP timeline aligns with LIHTC preapplication dates and that a commissioner (Commissioner Winn) would serve on the selection committee.
Next steps: staff will release the RFP and include a commissioner on the selection committee as directed; interested developers have been notified.
