Radford council clears right-of-way vacation process, schedules telecom hearing and accepts two DMV enforcement grants

Radford City Council moved to receive a board of viewers report and authorized the city attorney to prepare an ordinance for a right-of-way vacation requested by property owners ZL Fong and Nicholas Olinger. The requested vacation concerns roughly 1,700 square feet of public right-of-way between Ninth Avenue and Prospect Street in the Monroe Terrace neighborhood; staff told the council there is no impact on utilities and that the application fee has been paid.
Council also voted to schedule a public hearing on a lease request from Chantelle Cable LLC. The company seeks to construct four utility cabinets (each approximately 32 by 36 inches) on city property at 420 Prospect Street and to lease a 20-by-20-foot area to accommodate telecommunications equipment; council asked staff questions and approved scheduling the required hearing so the public can comment.
On budget items, council approved two appropriation ordinances for DMV enforcement grants. Ordinance 18-02.14 provides $11,500 for selective enforcement associated with speeding and ‘Click It or Ticket’ overtime and is matched with existing budgeted funds; ordinance 18-02.15 provides $9,200 for selective alcohol enforcement overtime. Council dispensed with second readings and recorded affirmative votes consistent with the clerk’s roll call notation of four affirmative votes for the first grant.
Council also appointed Jason Clayton to the Beautification Commission after the commission recommended his nomination; the Workforce Development Board nominations were deferred for two weeks to allow further outreach.
Near the end of the session, council voted to convene a closed meeting for discussion of investment of public funds and acquisition or disposition of real property under the cited Virginia code section. The meeting then proceeded into closed session.
These items move the right-of-way vacation toward ordinance drafting, open the telecom lease to public comment at a noticed hearing, and put the DMV grant funds into the police department budget for enforcement overtime.
