Radford council extends Radford High School Foundation lease, approves CDBG and sheriff grant appropriations

Radford City Council voted to extend the city lease for a 5-acre parcel adjacent to the Radford Recreation Center to the Radford High School Foundation through Dec. 31, 2025, to allow continued fundraising and baseball-field development.
The presiding speaker described the lease history and purpose, saying, “The agreement was established to help foster support, private donations, and construction of the baseball field on the 5 acre city owned site.” Council moved, seconded and approved the extension by voice vote.
Council then turned to Community Development Block Grant administration and appropriations. The council received the Consolidated Annual Performance and Evaluation Report (CAPER) for fiscal year 2023–24 and approved Appropriation Ordinance 18-02.12, allocating $172,251 in CDBG funding tied to the city’s 2024 action plan. The presiding speaker said the funds will support planning, administration, emergency home repairs, facade and recreational improvements, water and sewer work on Seventeenth Street, parking-lot improvements and continued support for subrecipients such as New River Community Action, the Women’s Resource Center, the Bobcat Backpack Program, Radford Daily Bread and the Radford Clothing Bank. By voice vote and the presiding speaker’s observation that there were four affirmative votes, council dispensed with a second reading of the ordinance.
Council also approved Appropriation Ordinance 18-02.13 to accept $2,500 awarded through the attorney general’s office for the sheriff’s office to buy and distribute residential lock boxes for senior citizens; the presiding speaker noted the award requires no local match.
Separately, staff presented a request to vacate a 1,700-square-foot right-of-way between Ninth Avenue and Prospect Street in the Monroe Terrace area; council voted to schedule the required public hearing for Oct. 14, the next regular meeting.
What’s next: The lease extension is effective through Dec. 31, 2025; the appropriation ordinances become effective per city procedures after the council’s vote and administrative processing. The right-of-way vacation will return for public hearing and further council action on Oct. 14.
