The board approved an addendum Nov. 18 that allows neighboring towns such as Charlestown (and potentially Perryville) to be added to Rising Sun’s existing trash‑and‑recycling contract at the same service rate.
Town staff said the addendum preserves separate billing and enforcement: Rising Sun will not be responsible for Charlestown’s billing disputes or nonpayment, and Charlestown will manage its own customer issues, even while receiving the same contracted rate. The change is intended to create purchasing power advantages for multiple towns and to reduce per‑unit costs through a consortium approach.
The board moved, seconded and approved authorization for the town administrator to finalize and sign the addendum provided the agreed language remains substantively unchanged.
