Board reviews preliminary improvement plans for low-performing schools, moves into closed session

The Randolph County Board of Education received a preliminary presentation of school improvement plans for schools designated as low-performing or requiring additional targeted support and improvement, and subsequently entered closed session to discuss attorney-client, personnel and safety matters.
An unidentified presenter explained that 15 schools had been designated as low-performing or ATSI (additional targeted support and improvement) and that the required NCSTAR program or school improvement plan was attached and would be posted to the district website for public feedback. The presenter said feedback would be collected and the plans would be returned to the board for further review at a future work session.
Later in the meeting an unnamed board member moved that the board enter closed session “pursuant to North Carolina General Statute” (as read in the transcript) to preserve attorney-client privilege, discuss confidential personnel matters under North Carolina law, and discuss plans to protect school and public safety. The motion carried on a voice vote. After the closed session the board approved the personnel report and voted to approve the preliminary school improvement plans for designated schools.
Because the board met in closed session to discuss personnel and other confidential matters, the board did not disclose those deliberations in open session. The publicly recorded actions after the closed session were the approvals of the personnel report and the preliminary plans.
The board asked staff to allow three to four hours for working through the documents during the closed-session review and indicated plans would be merged and returned for additional board consideration.
