Clearlake council discusses redistricting; asks staff to draft letter seeking unified county representation

Clearlake City Council discussed the state redistricting process following the 2020 Census and directed staff to prepare a draft letter or resolution to the California Redistricting Commission.
City Manager Flora asked whether the council wanted to submit comments via the commission’s portal (wedrawthelinesCA.org) and suggested the council consider asking the commission to keep Lake County together. He noted Lake County is currently split between congressional districts and that consolidation could improve federal representation.
Several councilmembers said they would prefer the county remain unified and suggested specifically asking to be grouped with Napa and Sonoma counties, citing similar regional interests. Councilmembers also raised concerns about having split federal representation and the difficulty of coordinating federal-level initiatives when the county is represented by different congressmembers.
Councilmembers asked staff to draft a resolution that emphasizes a single congressional district for the county and incorporates reasons cited during the meeting (two small cities in a small county, shared regional interests). Flora said staff would prepare a draft for council review at the next meeting.
The council opened the item to the public, received no in-person or Zoom comments on the item, and closed the public hearing. Staff will return with a prepared resolution for formal consideration.
