Clear Lake — The City Council on Oct. 7 authorized two administrative measures: purchase of a small parcel near the former Piercefield Airport and resolutions making the findings required to continue remote teleconferencing under Assembly Bill 361.
City Manager Alan Flora described a 5,000-square-foot parcel at 6388 Palayo Avenue that is surrounded by city-owned property and said owners offered to sell the lot for $15,000 plus closing costs to help consolidate a larger developable parcel. "Seems to staff to be a reasonable piece for this piece of property and would help kind of consolidate a larger piece of land there that would make it more developable in the future," Flora said. Councilman Grama moved to authorize the city manager to execute the purchase; Vice Mayor Prodock seconded the motion and the council approved it by voice vote.
Later the council considered teleconferencing rules after the COVID-19 emergency. Staff explained that some Brown Act suspensions ended Sept. 30 and that, under AB 361, the council may adopt a resolution making the legally required findings to continue teleconferencing during the state of emergency; they gave instructions for continuing hybrid Zoom/in-person meetings and for adopting 30-day continuation resolutions. The council moved and approved two resolutions (recorded in the meeting as resolutions '20201-48' and '20201-49' by title) to make the findings and continue remote meetings through the resolution process.
Both actions were approved by voice vote; the meeting proceeded to project reports and future agenda items.
