Clearlake updates Cache Fire recovery: state declaration granted, cleanup RFP and temporary housing underway

The Clearlake City Council received an update Sept. 16 on recovery from the Cache Fire as staff outlined progress on debris cleanup, temporary housing and water‑system issues.
City manager Mr. Flora said the state has issued a disaster declaration, freeing state resources for recovery, and the state released an RFP that includes the Cache Fire and other incidents. Proposals are expected in mid‑October and staff estimated cleanup work could begin in early November. Flora said Department of Water Resources and the State Water Board installed emergency BMPs (best‑management practices) with the conservation corps, but both staff and the water board consider those protections insufficient for a significant rain event and were arranging stronger temporary measures.
On housing, staff reported temporary housing arrangements currently house about 10 people; the city had planned capacity for 20–25. Flora said another ~$100,000 is likely to be assigned soon to nonprofit partners (NCO) to support temporary housing placements and coordination. The city is also exploring more permanent housing solutions on city‑owned parcels and continues to work with state agencies on funding for water‑system upgrades where fire damage disrupted local service.
Flora asked the council for direction as needed and noted the city was preparing right‑of‑entry forms for the debris‑cleanup contractor. Council members asked clarifying questions about funding flow and referrals for residents seeking assistance; staff advised referrals to NCO and said the finance director is working with HCD and other funders on longer‑term solutions.
Next steps include the anticipated RFP evaluation in October, site meetings with state agencies, and continued coordination with county and nonprofit partners to expand temporary and longer‑term housing options.
