Clear Lake council unanimously approves abatement confirmations, e-citation contract and calls November election

The Clear Lake City Council on June 2 took a series of unanimous votes on routine and operational matters, including confirming abatement assessments, upholding an abatement order on appeal, approving an e-citation procurement and formally calling the November 2022 municipal election.
Council adopted a resolution to confirm special assessments for city-funded property abatements after staff reviewed inspection and abatement warrants issued by the Lake County Superior Court; the staff report included a list of affected addresses and proposed assessments. The resolution was moved by Councilman Kramer with a second and passed unanimously.
On an appeal of an abatement order for property at 16036 Fourteenth Avenue — involving observed outdoor marijuana cultivation — the council heard the staff report and then moved to deny the appeal and adopt the resolution upholding the abatement decision. Councilman Kramer moved and Councilwoman Overton seconded; the motion passed unanimously.
The council authorized the police department to enter into a contract with Tyler Technologies for an electronic citation solution. Chief White said the proposal price is "$55,144 plus tax" and identified an annual support fee of "$6,459." He said electronic citation issuance will reduce paperwork, speed officer interactions and provide a single point of data entry for court and records systems. The council approved the contract (Resolution 2022-31) by unanimous vote.
City Clerk Melissa Wood presented Resolution 2022-35, calling and giving notice for the November general municipal election and authorizing consolidation with Lake County for election services; council adopted the resolution unanimously. The clerk reminded the council the nomination filing period begins in July and noted seats on the ballot include the mayor and two councilmember seats; the treasurer position is currently vacant.
The council also approved the consent agenda by unanimous vote. No roll-call objections were recorded during the meeting and none of the passed items required follow-up votes during this session.
