Clearlake council approves 3% COLA for management employees

Councilmember Slotin moved approval, Councilmember Kramer seconded, and the motion passed unanimously.
The council did not attach implementation conditions beyond the standard payroll process; staff said adjustments are effective July 1 consistent with the policy.
