The Clearlake City Council on July 6 voted unanimously to adopt Resolution 2023-31, accepting the city's annual financial statements and single audit for fiscal year 2021–22.
Brett Van Lant, partner with Van Lant & Fankenau, told the council the financial statements received an unmodified (clean) opinion and that the city's Schedule of Expenditures of Federal Awards showed $7,400,000 in federal grant spending for FY21–22, triggering the single-audit requirement. "It was very, very clean, from my perspective," Van Lant said of the audit results.
The auditor noted one internal-control deficiency limited to the timeliness of accounting records; staff explained the delay resulted from personnel changes in the finance department and carryover issues from prior fiscal years and said the department is working to reconcile records for the FY22–23 audit cycle.
The resolution acceptance was moved and seconded by Councilmember Kramer and Vice Mayor Claffey and passed unanimously. No member raised questions after the auditor's presentation.
