During public comment at the July 18 Clear Lake meeting, residents raised several recurring local concerns. Alice Reese said she is receiving monthly letters from a water company that claim the city is suing and urged the council to avoid litigation and help non‑profit water companies obtain funding instead. City Manager Flora later said mailers from Highlands Water Company contained misleading information and staff has been following up.
Several residents, including Margaret Garcia, criticized the pace and prioritization of street repairs and missing sidewalks and asked why grant funding and projects appear concentrated in certain corridors. City staff and council acknowledged a difficult road backlog and pointed to a recently shared road‑planning map and upcoming online resources. Other commenters raised neighborhood safety concerns and lengthy noise and animal issues that, they said, have not been resolved despite multiple calls to police and animal control; police requested follow-up with Lieutenant Sanders.
Council and staff committed to following up on specific neighborhood street inquiries, re-checking permit status for the temporary food‑truck site and to continue outreach regarding the Highlands Water mailers.
