Clearlake council unanimously backs consent for Lake County Hospital Improvement District

The City Council voted unanimously to approve Resolution 2024-42, granting the County of Lake consent to proceed with establishing a Lake County Hospital Improvement District.
Hospital representatives told the council the district is designed to secure additional reimbursement from the state for care provided to Medi-Cal patients. "We are seeking additional reimbursement in a sense from the state of California, to care for our Medi-Cal patients," a hospital representative said, describing an assessment-and-match model that would return funds to hospitals and allow reinvestment in infrastructure and underfunded programs.
The presenter emphasized that the approach is not a tax on patients and said the assessment mechanism is structured so that it would not increase charges directly to county residents. Council members asked clarifying questions and were told public hearings at the county level and additional presentations are part of the process.
Council member Craig moved to approve Resolution 2024-42 and Council member Sloot seconded. The clerk recorded a unanimous vote in favor of the resolution.
The resolution directs staff to record the council's consent in the county'level process; additional county hearings and a public-opinion period were described by hospital staff as the next steps.
