Clearlake โ The Clearlake City Council voted unanimously to authorize submission of a $600,000 application package under the 2024 Community Development Block Grant (CDBG) Notice of Funding Availability. City Manager Mr. Flora told the council that changes to the CDBG rules this round require capital projects to be "shovel ready," so staff proposed applying for planning and technical assistance rather than capital construction funding.
Mr. Flora described the proposed breakdown: approximately $280,000 for planning and preparation of environmental review documents for an airport project (including NEPA work), $280,000 for a utility assistance program to help residents pay utility bills, and roughly $39,000 for grant administration. "So the total request being 600,000," he said, and recommended council adoption so staff could submit the application.
No members of the public spoke on the item. Council Member Slotin moved to approve the resolution authorizing the CDBG application and execution of the grant agreement and related amendments; Council Member Purdock seconded. The clerk announced the motion passed with a unanimous council vote.
If funded, the planning funds would support environmental review and preparatory work needed to make future capital projects shovel-ready; the utility sustenance allocation would establish a program to assist residents with difficulty paying utility bills. The council did not adopt any additional project-specific appropriations during the special meeting.
