Clearlake’s City Council unanimously adopted a set of tribal consultation guidelines intended to clarify how the city, as lead agency, will consult with tribes on projects subject to CEQA and similar processes.
City staff described the guidelines as a combination of state-required procedures and locally developed flowcharts, handbooks and templates to guide notification, consultation and documentation. The city said notices were sent to potentially affected tribes and that staff received initial responses and some deferrals to tribes with closer historical connections.
Staff credited consultant Lisa Westwood for leading the effort; the city manager described Westwood’s expertise in the field and her role producing the technical handbooks that accompany the guidelines.
Councilmember Kramer moved to adopt the sovereign nation consultation guidelines; the motion passed unanimously.
What’s next: The guidelines become part of the city’s project review procedures; staff will continue to use the related handbooks and flowcharts when projects require consultation.
