Staff noted existing franchise agreements with some utilities (for example, Golden State and major telecoms) but not with all water companies and special districts. The measure is framed as a tool to reduce utility conflicts and design uncertainty on future road projects.
Council moved to introduce and give first reading; the motion passed unanimously.
