Planning commission approves Liberty at Lincoln clubhouse design review

The Planning Commission unanimously approved a design review application and specific development plan for the Liberty at Lincoln community clubhouse located in the Village 7 area.

Staff (assistant planner Mikayla Noble) described the project as a recreational complex that includes a main recreation building and a 1,100-square-foot pool building, with exterior amenities such as a pool, courts, playground and a dog park. Staff said the project site has a Village Mixed Use zoning designation and is identified for a community clubhouse under the Village 7 specific plan; staff recommended the commission find the project exempt from further environmental analysis under the project's specific plan EIR and adopt the resolution approving the design review.

Phil Rodriguez of Lewis Group of Companies, speaking for the applicant, said the clubhouse design considered the adjacent park and trail corridors and that construction drawings are underway with a plan to start construction in summer to deliver the amenity for incoming residents next year. "We took into consideration what's across the street," Rodriguez said, describing pedestrian and trail connections and complementary play and splash-pad amenities.

Commissioners asked about crossings, solar options and coordination with the Parks & Rec programming for the park across the street. Rodriguez said the park design review is complete, construction drawings are in progress and additional site details (including potential solar) remain under consideration. Commissioner Gilbert moved to approve the resolution; roll call was unanimous and the motion carried 7–0.

The approval authorizes the applicant to proceed to building permit submittals and to satisfy any conditions of approval in the resolution.
