Lincoln adopts modest inflationary increases to PCCP development fees

The Lincoln City Council on May 14 approved an annual inflationary adjustment to the city's development fees that support the Placer County Conservation Program (PCCP), adopting Resolution 2024-091.
City staff said the PCCP adjustment is an annual routine to keep fees aligned with inflation and program needs. The changes include a 3.44% increase to the land-conversion fee and a 4.29% increase to the special habitat fee. Staff said the PCCP and the Placer County Board of Supervisors have already approved the adjustment and that, as a member agency, the city must adopt the change for it to become effective; adoption becomes effective 60 days after the city's decision.
Staff advised council that the PCCP's upcoming five-year review would include a deeper validation that could re-evaluate fee levels beyond inflation adjustments. Council members asked questions about program performance and whether the plan is protecting Lincoln; staff said the plan has performed well and, in some cases, the PCCP secures mitigation easements rather than acquiring fee title to land, which has produced cost efficiencies.
Council opened and closed the public hearing with no public testimony and then moved to adopt the resolution; the motion passed unanimously.
