Council approves findings to resubmit a retooled Village 5A annexation to LAFCO

Staff explained the revised map removes some properties whose owners opposed annexation and reorganizes the plan to create two 'islands' while preserving a commercial spine designed to support long-term infrastructure projects such as Highway 65 widening, sewer improvements and school sites.
City staff told the council the LAFCO executive director requested a succinct set of findings that explain the public necessity and differences between the original Village 5 application and the remapped Village 5A. The findings emphasize public benefits including creating a local commercial environment that produces sales tax for municipal services, enabling infrastructure financing for transportation and sewer projects, and contributing resources toward regional conservation commitments (PCCP mitigation contributions).
Council added a friendly amendment that the city find the new Village 5A application is "substantively different" than the prior submission and approved the resolution by unanimous vote. Members and several commenters urged clarity around fiscal analyses; staff said recent fiscal analyses were completed and that resubmission aims to keep the city's infrastructure planning and grant/timing opportunities on schedule.
